Declaration on Accessibility

Graz University of Technology endeavors to make its digital offerings accessible in accordance with the Web Accessibility Act (WZG) as amended to implement Directive (EU) 2016/2102 of the European Parliament and of the Council of October 26, 2016, on the accessibility of the websites and mobile applications of public sector bodies.

This accessibility statement applies to the central learning platform TeachCenter (https://tc.tugraz.at), operated on the basis of Moodle, and is primarily aimed at students, teachers, and employees of Graz University of Technology.

Status of compliance with requirements

The TeachCenter is partially compliant with the Web Content Accessibility Guidelines (WCAG) 2.2 at conformity level A and with the applicable European standard EN 301 549 V3.2.1. Some content is currently not fully accessible. This statement is based on a self-assessment in combination with feedback from internal experts.

For better traceability, the degree of accessibility is determined on the basis of systematic testing in a representative course. The evaluation is based on the four principles of the WCAG (perceivability, operability, understandability, robustness) and results in an average conformity value of 88.98%.

Exemplary test course for accessibility

A test course with common Moodle activities (e.g., files, assignments, forums, pages, quizzes) was created for the systematic assessment of accessibility. This course serves as a representative example to identify and document typical barriers. A system-wide review of all courses would not be feasible due to their individuality.

The review yielded the following results:

  • Perceptibility: 82.28%
  • Usability: 95.54%
  • Comprehensibility: 97.17%
  • Robustness: 80.95%

The evaluation was based on weighted success criteria from the Web Content Accessibility Guidelines (WCAG) 2.2 and takes into account the relevance of the identified barriers for different user groups of the platform.

The areas of accessibility and robustness show the greatest deficits. During systematic testing, the following success criteria were not met by some pages:

Identified restrictions

The following barriers were identified during the systematic review. They relate to the underlying Moodle system, the theme used, and the content provided by teachers.

Perceptibility

Missing alternative text

Some graphic elements (e.g., icons, symbols, embedded images) do not have meaningful alternative text.
Affected: System content and materials provided by teachers.
Status: Improvements planned through theme updates and awareness-raising among teachers.

Insufficient color contrast

Certain controls and text areas do not meet the required contrast ratios depending on the selected design.
Status: Adjustment in the course of upcoming theme updates.

Unclear or missing visual highlighting of links

Some links are identified solely by color and do not have an additional feature (e.g., underlining).
Status: Adjustment in the course of upcoming theme updates.

Loss of information when zooming

When zooming to 200% without assistive technology, information is lost in certain areas (e.g., "student calendar").
Status: Fix planned as part of future plugin updates.

Videos without subtitles

Some videos provided by instructors do not have subtitles.
Status: Depends on the respective content provided by the instructors.

Non-accessible documents

Published PDF and Office documents do not consistently meet the requirements for accessible document formats (e.g., PDF/UA).
Status: Depends on the content provided.

Usability

Insufficient target sizes for buttons and links

Some controls do not meet the recommended minimum sizes for comfortable interaction.
Status: Improvements planned with future theme updates.

Unsolicited changes during search

The search function performs automatic filtering while the user is typing, without explicit confirmation from the user.
Status: Adjustments planned in future plugin updates.

Drag-and-drop activities

Drag-and-drop question types in quizzes cannot be fully used without a mouse.
Status: Currently not technically feasible in the Moodle version used.

Comprehensibility

Missing labels for form elements

Some form elements (e.g., in the "Final Quiz") do not have programmatically assigned labels, which means they are not clearly recognizable for assistive technologies.
Status: Planned improvement through plugin or Moodle updates.

Language information

The programmatic specification of the page language and individual deviating content is not available on all pages.
Status: Adjustments in the course of upcoming theme updates.

Robustness

Incomplete semantic structure

Heading hierarchies are sometimes incomplete or inconsistent in the source code (e.g., jumps from level 3 to level 6).
Status: Improvements with upcoming theme updates.

Missing or incomplete role and value assignments

Some interactive components do not meet all requirements for programmatic determinability (name, role, value).
Status: Technical adjustments planned for future Moodle versions.

Limited authentication options

With the current single sign-on procedure, there is no alternative option for authentication without a password.
Status: Currently not technically feasible due to the Moodle version used.

Scope of this statement

This statement applies to the learning platforms of the domains tc.tugraz.at, exam.tugraz.at, and llltc.tugraz.at, as these are operated on an identical technical basis with the same theme and color scheme. The statements on accessibility are therefore transferable to these instances.

Other learning platforms of Graz University of Technology that are based on different technical or design principles are not part of this statement. Separate accessibility statements may apply to these platforms.

Enforcement procedure

If you believe that you have been disadvantaged by the inadequate accessibility of this website and have not received a satisfactory response to your feedback from the above contact point, you can lodge a complaint with the Austrian Research Promotion Agency (FFG).

The FFG accepts complaints electronically via the contact form of the complaints office.

Complaints are examined to determine whether they relate to violations of the provisions of the Web Accessibility Act, in particular deficiencies in compliance with accessibility requirements by the federal government or an institution associated with it.

If the complaint is justified, the FFG will issue recommendations for action to the federal government or the legal entities concerned and propose measures to remedy the deficiencies identified.
